This is latest in a long line  &#10; of make-do solutions. &#10; Search and Rescue (SAR) Operations Base &#10; Currently protracted search and rescue operations  &#10; are run from the Queenstown Police station  &#10; where a makeshift Incident Room is set up in a  &#10; the recreational area of the station that is then  &#10; closed off from other areas. The Police operations  &#10; room is used for every day operations however it  &#10; is a restricted area containing confidential Police  &#10; information and so not an ideal space to bring  &#10; volunteers. &#10; Training &#10; At present our volunteers use the Scout Den for  &#10; indoor training. The only time the large room is  &#10; available for training is on a Monday night. Other  &#10; evenings it is rightfully used by Scouts and Guides.  &#10; Coastguard Queenstown has two crews and  &#10; hopes to have a third in place by summer. That  &#10; means they need a training space 3 nights a week. &#10; The large room has no IT facility. This means  &#10; that Coastguard volunteers are unable to use  &#10; their software that shows on-water rescue boat  &#10; search patterns and facilitates planning for search  &#10; operations. Instead they have an awkwardly  &#10; placed fixed whiteboard and usually all cram  &#10; around a laptop screen. There aren’t sufficient  &#10; tables and chairs, the tables are too small for chart  &#10; work and the lighting is poor. &#10; Secure Gear Storage &#10; At the back of the Scout Den there is not enough  &#10; space to store bulky crew clothing and boots,  &#10; crew grab bags and other equipment for the  &#10; rescue boat or to dry wet weather gear.  &#10; Also crammed into this space is a filing cabinet  &#10; holding administration and training material.  &#10; Fundraising and events items are poked in the  &#10; corner. &#10; AND BOB! Over those six years local Coastguard  &#10; volunteers have given 16,829 hours of service to  &#10; our community. They have rescued 139 people  &#10; and brought them safely home to their loved  &#10; ones. It is now time for our community to support  &#10; these dedicated volunteers by helping them build  &#10; a modest but practical space to work from. The  &#10; proposed building will house storage and workshop  &#10; space downstairs and an operations room and  &#10; administration area upstairs. The operations room  &#10; will also be used for both volunteer and public  &#10; training. &#10; Search and Rescue (SAR) Operations Base &#10; The new facility will include fit-for-purpose  &#10; operations room that will be set up with radio and  &#10; computer equipment to support search and rescue  &#10; operations including aircraft down on water. During  &#10; an incident the Police could manage the  &#10; operation from this purpose designed  &#10; space utilising technology to monitor  &#10; the search and rescue vessel,  &#10; plot and plan search areas, and  &#10; communicate with  &#10; all volunteers  &#10; involved  &#10; in the  &#10; operation. Coastguard volunteers would also use  &#10; this equipment when responding to calls for help  &#10; from members of the public. &#10; Training &#10; The operations room would also be used for  &#10; Coastguard volunteer training, here volunteers  &#10; would have the opportunity to create search and  &#10; rescue exercises using the equipment that would  &#10; be used in a real emergency as well as regular  &#10; Coastguard training modules. The space would also  &#10; be used to deliver public safe boating education  &#10; classes. &#10; Secure Gear Storage &#10; Downstairs is a gear storage area. Here all  &#10; Coastguard search and rescue equipment would  &#10; be housed including the wet weather gear used by  &#10; volunteers. There will also be space for volunteer  &#10; crew to store their clothing while out on the boat. &#10; "},{"text":"“The professional response that  &#10; Coastguard Queenstown provides  &#10; is a vital and integral part of any  &#10; local search and rescue operation  &#10; involving our waterways.” &#10; Senior Sergeant John Fookes, NZ Police &#10; "},{"text":"You can help save  &#10; lives on the water &#10; Coastguard Queenstown is run entirely by volunteers. &#10; Every hour of the day, every day of the year, they are  &#10; ready to respond to a call for help. &#10; Queenstown is an active and vibrant community of  &#10; around 18,000 residents, who welcome more than  &#10; 100 times the resident population in visitors every  &#10; year. Our community is geographically surrounded  &#10; by dramatic mountains, rivers and Lake Wakatipu.  &#10; The Lake is long, deep and cold. When a storm  &#10; brews, it is a very dangerous place to be. &#10; More and more people are using the lake. They  &#10; boat, sail, windsurf, kite surf, fish, kayak, paddle  &#10; boat, swim, dive and snorkel in and on it. &#10; Over the years locals and visitors alike have come to  &#10; grief on the lake. Local families and those in far off  &#10; countries have had to deal with the grief of losing a  &#10; loved one. &#10; In 2007 Queenstown local man Jay Berriman  &#10; recognised the need for a volunteer on water search  &#10; and rescue service and decided to do something  &#10; about it. Jay had grown up admiring the Royal  &#10; National Lifeboat Institute (RNLI) in the UK. He knew  &#10; the difference a group of dedicated and trained  &#10; volunteers could make. Jay brought together a  &#10; group of like-minded boating people together and  &#10; Coastguard Queenstown was born. &#10; Since those early days Coastguard Queenstown  &#10; volunteers have worked hard to raise funds needed  &#10; for equipment and to train. It is now a highly skilled  &#10; and well equipped group who are ready to respond  &#10; to emergencies on the water. They just need a base  &#10; for search and rescue operations, a place to store  &#10; and dry wet weather gear, and a place to train and  &#10; educate the boating public. &#10; "},{"text":"Your Questions  &#10; Answered &#10; What will the new building cost?   &#10; We have prepared a budget that covers the cost  &#10; of design, engineering, geotech, planning and  &#10; construction costs. We have been very fortunate  &#10; that many of the professionals involved have helped  &#10; by working at no charge as their contribution to the  &#10; community. With costs increasing it is also wise to  &#10; have a contingency allowance, although we do hope  &#10; not to need it. &#10; Isn’t there an existing building somewhere that you could  &#10; share with another organisation?   &#10; We have tried over many years to find a suitable  &#10; space to share with another organisation.  &#10; Unfortunately it hasn’t been possible to find an  &#10; existing building that suits our needs. &#10; How will you allocate the money you raise?   &#10; It is vital that funders and donors are confident that  &#10; an ethical and transparent process is in place. All  &#10; funds raised will be used for the purpose for which  &#10; they were given. The money given to this campaign  &#10; will be allocated to the construction and fit-out of the  &#10; new building. &#10; What is the construction time frame?   &#10; Construction of the building will not start until the  &#10; necessary funds have been raised and received or  &#10; there is a funding confirmation agreement in place.  &#10; Once the funds are in place it is expected that  &#10; the construction phase will take approximately 12  &#10; months. &#10; Why do we have a Coastguard service  in Queenstown?  &#10; The number of residents and visitors to Queenstown  &#10; is increasing and so is the number of people out on  &#10; the Lake. Even the best prepared and equipped can  &#10; be caught out when conditions change unexpectedly  &#10; or they experience equipment failure. Our waters  &#10; can be unforgiving and very cold. It is vital there is a  &#10; service to call on 24/7 when people need help. &#10; Why is the organisation called Coastguard? Isn’t that  &#10; misleading for us?   &#10; Yes, perhaps, you would expect Coastguard to be  &#10; on the coast, and most Coastguard units are located  &#10; around the New Zealand coastline. However they   &#10; were established prior to any lake units, hence the  &#10; name. In total there are 71 Coastguard units, of those  &#10; eight are situated on major lakes or rivers. &#10; Is Coastguard part of the Police?   &#10; No, Coastguard is an independent, not-for-profit  &#10; (charitable) organisation. A gift board will also  &#10; be installed at the building to reflect the various  &#10; contributions at platinum, gold, silver and bronze  &#10; levels. &#10; There may be other appropriate ways in which we  &#10; can recognise your contribution— we are happy to  &#10; discuss this with you. &#10; Naming rights to the building are available and can  &#10; be negotiated, for example ‘(name of your choice)  &#10; Marine Rescue Centre’.  &#10; Taxation Opportunities—Legislation changes make it  &#10; easier to give more. &#10; Individuals can now claim 33 1/3% tax rebate for  &#10; donations, up to a maximum claim equal to their  &#10; annual taxable income. &#10; Companies are now entitled to a deduction for  &#10; donations made to donee organisations, limited only  &#10; by the amount of the company’s net income. &#10; The reality is that you can now give 50% more than  &#10; you might otherwise have done. &#10; For example &#10; Before the law change, Peter and Sue decided  &#10; they could afford to make a donation of $10,000 to  &#10; Coastguard Queenstown. The potential rebate of  &#10; $630 was not a factor in their decision. Now that  &#10; the law has changed, Peter and Sue can claim a  &#10; rebate of 331/3 % or $3,333.33 on a donation of  &#10; $10,000. So, in fact they could now make a donation  &#10; of $15,000 to Coastguard, recognising that they  &#10; can claim a rebate of $5,000. Or suffice to say that a  &#10; donation of $15,000 now only costs $10,000. &#10; Although the new laws are quite clear, tax matters  &#10; can be complex and may differ dependant on  &#10; individual circumstances.
